Kazakhstan Launches Situation Room to Fight Corruption in PSCs

The Ministry of Communication and Information presented on October 26 a new Situation Centre to video monitor the Population Services Centres (PCS) across the country. The situation room will ensure rapid response to emerging issues and facilitate the elimination of corruption. To date, 51 PSCs have been connected to the Centre. By the end of 2011, 161 PSCs will join the system.
The same day, Bagdat Mussin, Deputy Chairman of the Committee for Automatic State Service Control and PSCs Coordination, presented the new PSC Integrated Information System, which allows tracking the status of the application process and assess the workload of every PSC. It also monitors the performance of a state agency providing a state service.
“The introduction of the Integrated Information System will increase the speed of processing inquiries from population. Now there is no need to submit extra documents when the system is connected to the databases of state bodies,” Mussin said.
In addition, 21 Population Services Centres in Astana, Almaty and 11 regions of Kazakhstan have undergone significant modernization.
The newly modernized PSCs now offer a simplified procedure for processing basic and most in-demand documents, including passport and identification card application forms.
As a result of modification and an increase in the number of places for photographing, the time spent for the proof of identity process has been reduced from 40-60 minutes to 15-20 minutes.
Before modernization, only authorized state employees were allowed to provide registration services.
Today when all PSC officers are involved in the process it helped reduce the time spent on providing the service from 40 minutes down to 15 minutes.
The “electronic government” portal now offers the opportunity to track the status of state service completion. It is also possible to book an appointment on the local PSC office webpage or via a call centre.
Customers can now pay state duties using electronic government payment gates or credit cards which minimises the wait time at the cashiers’ desks.
In addition, Public Access Points in some PSCs enabled to reduce operator’s workload and the time spent on processing applications for the two most in-demand state services in the sphere of real estate registration.
The PSCs in Astana offer the delivery services to any place in the city through the KazPost mailing system.
It is expected that all remaining PSCs across the country will undergo modernization in 2012.
