The Astana Economic Forum is an annual event held in Astana, the capital of the Republic of Kazakhstan, which brings together representatives from the world’s economic community, current and former heads of states, Nobel Prize laureates, outstanding figures from the scientific world, and businessmen.

The Forum is best known as a platform for international dialogue that enables constructive discussion of economic development issues concerning both Central Asia and the entire world in relation to changes witnessed in the global economy.

The AEF and its activities are distinguished by the active participation of government and business figures from more than 80 countries. As the world economy undergoes a number of changes, the AEF serves as a platform where these figures consider the major global challenges of the day and brainstorm on solutions to address such challenges.

In the framework of forums held in the past, world leaders have expressed their views and offered practical propositions concerning economic strengthening, not only for Central Asia and the post-Soviet space, but also for the world.

Through eight years, numerous business and government leaders have tackled such themes as “Modern Aspects of Economic Development under the Conditions of Globalization”, “Economic Security of Eurasia in the System of Global Risks”, “Ensuring Sustainable Economic Growth in Post-Crisis Period”, “New decade: Challenges and Perspectives”, “Global Economic Transformation: Challenges and Perspectives of Development”, “Ensuring Balanced Economic Growth in the G-GLOBAL Format”, “Risk management in the era of changes in the format of G-Global” and “Infrastructure: Driver of Sustainable Economic Growth”.

This year, AEF participants make their way to Astana to address the challenges concerning “The New Economic Reality: Diversification, Innovation and Knowledge Economy.”

The event will take place on May 25-26, 2016 in Astana and will be live tweeted using the hashtag #aef2016

 

Astana Economic Forum to Generate Insights into Reinvigorating Economic Growth

The global economy has taken a distinct turn for the worse since politicians, experts and the media gathered for the last Astana Economic Forum in 2015. The collapse in oil and commodity prices, the slowdown in China and the continuing problems in many other parts of the world have hit growth and reduced confidence.

Kazakhstan, as a large producer of oil and a major trading partner of China and Russia, which is in recession, has felt the full impact of these global forces. Without early and determined action, including the decision to float the tenge, the long-term damage to the country’s progress and prosperity could have been much worse.

It is always dangerous to tempt fate and there are many challenges to overcome. But with oil prices beginning to show signs of a slight recovery and the anti-crisis measures beginning to have an effect, it may be that the path ahead may be less difficult.

The events of the last 12 months and the continued turbulence and concern formed the backdrop for this year’s Astana Economic Forum on May 25-26. With discussions around the theme of “New Economic Reality: Diversification, Innovations and Economics of Knowledge,” it has again attracted a cast list of global leaders, CEOs, Nobel laureates and renowned economic experts. Each year, the forum grows in importance as an influential platform for dialogue in the Eurasian region.

The Astana Economic Forum will serve as a useful platform not only to discuss the progress made so far but identify the further steps needed to ensure Kazakhstan returns to high economic growth. Given the complexity of our world, it is unlikely that the participants of the forum will have all the answers to every problem. But the expert discussions will help generate new insights and options which explains the success and attractions of the forum for all who attend.

A number of important agreements on development are signed during Astana Economic Forum 0

Astana Economic Forum has become a platform for partners to conclude talks and sign agreements.

On May 22, 2015 «Samruk-Energy» JSC signed a number of bilateral documents aimed at development of cooperation in elaborating innovative technologies during VIII Astana Economic Forum. The agreements have been made possible as a result of “Samruk-Kazyna” Fund visit to the Silicon Valley in California (USA).

The participants of the signing ceremony were the CEO of Primus Power Corporation Tom Stepien, professor of the Stanford University Friedrich Prinz, Professor of the University of California at Berkeley Daniel Alden Fletcher.

The bilateral agreements comprised an agreement with Stanford University in power industry; an agreement with the University of California in Berkley in the field of biomedicine; and an agreement with Primus Power Corporation on the development of electricity storage devices.

Primus Power Corporation and “Samruk-Energy” JSC agreed to establish a joint venture for  production and supply of energy storage systems  EnergyPod®  in the Republic of Kazakhstan. The joint project aims at development of renewable energy sector.

On the margins of the Astana Economic Forum, another agreement with the EBRD on loan was signed to modernize the tramway system in Pavlodar city. The EBRD-supported project will modernise a third of the tram fleet by purchasing 25 new tram cars, fix rail junctions and upgrade other related infrastructure. The EBRD will lend up to 2.5 billion tenge (€10 million equivalent) to the municipal tram system operator, JSC Pavlodar Tram Management Company, which will also receive a capital grant from the government of Kazakhstan of up to 910 million tenge (€3.71 million equivalent).  Additional support to the project will be provided by the regional government (Akimat).

At the signing ceremony, EBRD Managing Director Natalia Khanzhenkova said: “The modernisation programme will include not only physical upgrades but also introduction of a Public Service Contract, a mechanism to boost performance, cost effectiveness and transparency”.

FAO to create liaison office in Kazakhstan 0

ASTANA, KAZAKHSTAN — The United Nation’s Food and Agriculture Organization (FAO) Director-General José Graziano da Silva and Kazakhstan’s Minister of Agriculture Assylzhan Mamytbekov on May 23 signed an agreement establishing an FAO Partnership and Liaison Office in the country.

FAO’s new partnership with Kazakhstan will facilitate international cooperation efforts, bringing FAO and the government together to support of national development goals and priorities as well as assist other countries in the region.

The new office will promote cooperation with donors and financial institutions, scientific circles, multilateral agencies and other key partners, particularly with the Islamic Organization for Food Security being established in Kazakhstan under the aegis of the Organization of Islamic Cooperation.

In his address at the signing ceremony, Graziano da Silva highlighted that the establishment of a Partnership and Liaison Office in Kazakhstan will strengthen FAO’s partnership with Kazakhstan and open up new opportunities for cooperation in pursuit of common goals.

Graziano da Silva met the president of Kazakhstan, Nursultan Nazarbayev, during the VIII Astana Economic Forum. Nazarbayev underscored the importance of addressing food insecurity, being among the three global challenges. Graziano da Silva congratulated the president for achieving the first three Millennium Development Goals and praised Kazakhstan for maintaining since 1990 the total number and proportion of undernourished people at under 5% of the population.

During the mission to Astana, Graziano da Silva visited Astana’s Agrarian and Technological University and gave a lecture on global food security challenges. He encouraged students to help contribute to the fight against hunger through agricultural research  and development.

The director-general was awarded with the academic rank of honorable professor.

FAO has been working in Kazakhstan since 1997, focusing on sustainable natural resource management, food safety and organic food production, animal health and livestock production.

Kazakhstan Prepares For “Innovation Revolution” Featured 0

On May 22 and 23, Kazakhstan’s capital hosted two high-level annual events that have already become a local tradition. On Wednesday, President Nazarbayev chaired the 26th meeting of the Foreign Investors Council which is comprised of representatives of government bodies in charge of the country’s economic development and foreign companies actively investing in Kazakhstan. It was established in 1998 and initially included only 11 permanent members. Fifteen years later, the Council has expanded to 27 permanent members and also counts several observers on its board, such as the CEO of Glencore International plc Ivan Glasenberg. While Kazakhstan’s economy has attracted massive investment from hundreds of foreign entities during the past twenty years, the Council is open exclusively to the largest investors whose gross input is measured at US$ 500 million for those operating in the energy sector and at least US$ 125 million for non-extractive fields.

In line with the “Kazakhstan-2050” strategy unveiled by Kazakhstan’s president in December 2012, this year’s gathering was dedicated to the issue of innovative development, with foreign investors expected to play a leading role in the promotion of technological transfers and joint high-caliber R&D programs. Moreover, Kazakhstan is now actively engaged in the implementation of a broad set of measures aimed at enabling the birth of a “green economy” that would be based on the wide use of environmentally-friendly technologies and energy-saving schemes. In this vein, President Nazarbayev brought up a string of new initiatives, such as his idea of the “three 7s.” He thus instructed the government to sponsor the relocation of the world’s seven brightest researchers to Kazakhstan not only to boost local scientific activities but also, and more importantly, to endow them with high-quality content.

The Kazakhstani government is also entrusted with the task of ensuring the availability of technology-intensive orders from industries for at least seven Kazakhstan-based companies. This strategy aims primarily to substitute local knowledge for imported technological solutions and would therefore permit to test the efficiency of national research laboratories and innovative entities confronted with real-life challenges. Finally, the country’s executive should also support the establishment of not fewer than seven start-up companies specialized in the most competitive fields. The idea of creating a special territory for innovations modeled on the California-based Silicon Valley has lately gained ground not only in Kazakhstan but also in neighboring Russia which now has its Skolkovo innovation center.

During his meeting with the Foreign Investors Council, President Nazarbayev also ordered the establishment of a special venture capital fund worth US$ 200 million, which can potentially be increased up to US$ 1 billion. This fund will be sustained by annual 1-percent tax payments introduced on January 1, 2013 for all subsoil users who are hence required to pay more attention to the R&D dimension of their lucrative businesses. Kazakhstan’s president furthermore suggested awarding on a yearly basis US$ 100,000 grants to seven researchers and scientists whose work is deemed to be of particular value for the country’s “innovation revolution”. Thus, the “three 7s” strategy is due to acquire an additional fourth prong.

Finally, Nazarbayev mentioned the need to set up a new world-class university, alongside the Nazarbayev University of Astana. This new educational institution should develop teaching and research expertise in agriculture and will be created on the basis of the Kazakh Agro-technical University. Contrary to classical universities, it will operate in close cooperation with territorial units in every agricultural region as well as private farms in order to share the best technological solutions with producers.

On May 23, President Nazarbayev opened the sixth annual session of the Astana Economic Forum. This high-level gathering saw participation from several Nobel Prize laureates in economics, former and acting political leaders, such as Italy’s former Prime Minister Romano Prodi, and UN officials, including the chairman of the 67th session of the UN General Assembly, Vuk Jeremic. Although former U.S. President Bill Clinton was initially expected to attend, his name never appeared on the distinguished speakers’ list. This year’s novelty was the organization of a special panel dubbed the World Anti-crisis Conference, held for the first time on the margins of the Astana Forum. It featured, among other famous guests, the disgraced ex-chief of the International Monetary Fund, Dominique Strauss-Kahn, who delivered a lecture regarding the current economic and debt crisis in Europe. As in previous years, Nazarbayev called on world leaders to implement deep reforms of their countries’ financial sectors. He also proposed to expand the activities of the Astana Economic Forum’s G-Global online platform to ensure a better exchange of ideas on how to improve global economic governance.

III Astana Economic Forum to be held on july 1-2, 2010

The Ministry of Economic Development and Trade of Kazakhstan and the Association of “Eurasian Economic Club of Scientists” will host the Third Annual Astana Economic Forum on July 1-2, 2010 in Astana.

The topic of the forum is “Ensuring Sustainable Economic Growth in Post-Crisis Period” and the event will feature remarks by HE President of Kazakhstan Nursultan Nazarbayev, Secretary General of the OSCE Marc Perrin de Brichambaut, Secretary General of the Organization for Economic Cooperation Mohamed Maroofi, economists Nobel Prize laureates Robert Mundell and Finn Kydland as well as other distinguished participants.

The agenda of the forum will include both scientific and practical observations of the global economic system and the ways to stimulate the economic growth in the post-crisis period. The forum will consolidate representatives of the international organizations, scientists as well as high level government officials and business leaders from all over the world.

During the first day of the Forum, the participants will discuss industrial–innovative approach, energy partnership, public-private partnership initiatives as well as Islamic Finance system.

Kazakhstan, as a host country, will share the existing investment opportunities in different sectors of the economy and will welcome the ideas on the ways to improve the investment climate.

The second day of the forum will include the panel sessions on social-economic development issues, the need for development of innovative economy, construction of a new global financial architecture, sustainable energy development and the role of the Government in the contribution towards the economic growth of countries in the post-crisis period.

The Co-organizers of the Forum are the World Economic Forum, the St. Petersburg International Economic Forum, the World Bank, the United Nation Economic Commission for Europe and the Islamic Development Bank.

It is expected that more than 2000 participants from over 50 countries will participate in the Forum.

The III Astana Economic Forum will be held in July 1-2,  2010 in Astana city and dedicated to the issues of ensuring sustainable economic growth in the post-crisis period.

The third economic forum will bring together over 2000 representatives from political and business area from more than 50 countries of the world this year, and also the leading scientists, representatives of the public and mass media to discuss the key subjects of the global economy development.

The two-day event program is dedicated to the issues of innovation, business, industry, international trade, export and import, customs union, energy, ecology, international financial and currency systems, Islamic financing and youth development. Within the frames of the Forum the exhibition of scientific works and innovative projects, competitions for the best research works and two events with the participation of the international organizations concerning the issues of the role of information and communication technologies and development of “green” economy will take place.
